Key drivers behind this shift include the rise of AI-powered non-state actors, with 69% of leaders saying these groups can now operate with nation-state-level precision. At the same time, over half of organisations report ransomware payouts exceeding their annual security budgets, underscoring a growing gap between risk and readiness.
Looking ahead, 65% of respondents believe the convergence of AI and quantum technologies will mark a tipping point, dramatically escalating cyber conflict.
